In view of above - mentioned factors , this thesis , rooting in mark ' s theory on systems of ownership and the theory on state assets management and taking into account the specific features of agricultural comprehensive development , aims to discuss the basic theoretical issues such as the concept of state assets in agricultural comprehensive development stemming from national fiscal investment , attributes of property rights and their forms of realization , operation environment and system in order to explore the management system of property rights of state assets and property operation system in the new stage of economic development , which is in accordance with the requirement of " establishing an effective system of state assets management , supervision , and operation to ensure the value maintenance and increase of state assets "
基于此，本文立意从马克思所有制理论出发，以国有资产产权管理理论为基础，结合农业综合开发的特殊性，研究国家财政投资所形成的农发国有资产的概念、特点、产权属性及实现形式、运作环境与机制等问题，目的在于按照“建立有效的国有资产管理、监督和营运机制，保证国有资产的保值增值”的要求，探索适应经济发展新时期的农发国有资产产权管理体制和资产运行机制。
