Article 7 the term " financial commitment " shall refer to the case wherein the legislative authority authorizes the administrative authority to bear debt through juristic act for the national treasury during the current budgetary fiscal year and commit itself to disburse the expenses in the following fiscal years 第7条称未来承诺之授权者，谓立法机关授权行政机关，于预算当期会计年度，得为国库负担债务之法律行为，而承诺于未来会计年度支付经费。
