本文在对来水分析基础上，对太原市需水库供水的用水进行了预测，结合工程实际，先对汾河一库单独运行时进行优化模拟，得出规律后，考虑已基本完工的汾河二库及引黄南干工程，建立了以满足用户用水为主要目标的“缺水量最小”目标和减少水库淤积的“水库淤积量”最小的目标，其中“缺水量”最小目标要求是均匀的短缺，避免过分集中而影响了城市及工农业用水。
