在分析国内外已有关于小城镇土地利用的理论与评价方法的基础上，首先对小城镇在我国的发展、地位和作用进行了深入的分析，判明我国小城镇发展经历了一个曲折向上的发展阶段，已成为乡镇企业的载体，农村剩余劳动力的蓄水池，城乡物资交流的枢纽，农村精神文明的基地，是我国城市化的重要途径；其次，对小城镇土地资源利用现状和特征进行了探讨，并对发展小城镇建设导致的土地利用问题进行了剖析，表明目前我国大多数小城镇土地效益和规模效益低下，占用耕地过多，直接影响农业的发展，影响小城镇的地位和作用；通过小城镇土地供需分析研究表明，我国土地短缺十分严峻，小城镇土地需求缺口较大，小城镇必须合理利用现有土地，增强集约功能和土地经济效益，从而缓解需求压力；最后，论文通过运用特尔菲法，描述统计分析法、多元统计分析（主成分分析）法和系统分析法中的层次分析法（ ahp ）等一系列方法，结合定性和定量两方面，从土地质量、土地资源数量与结构、土地经济效益、环境效益、社会效益等五个方面进行分析，筛选、建立了土地资源利用评价指标体系，在因子评价的基础上，建立了土地利用综合评价模型，并给出了评价过程和方法。
