本文在分析我国水利工程管理体制历史和现状的基础上,指出我国水利工程管体制存在的诸如单位性质划分不准、人员超编、工程管理经费不足、社保体制不健全等方面问题;通过分析日本、美国、荷兰等国的水利工程管理体制,提出可供我国水利工程管理体制模式借鉴之处;进而提出新建水利工程建设管理和运行管理有机结合的方法,主要从可研阶段、设计阶段、施工阶段进行结合;然后按照水利可持续发展战略思想,探讨适合我国国情的三类水利工程管理体制模式,分别分析纯公益性、准公益性、经营性三类水利工程管理体制模式,研究出适合我国国情的水利工程管理体制模式;从开展多种经营、深化人事制度改革、制定相关政策等方面促进水管单位管理体制的改革;在文章的最后,提出笔者的几点建议和展望。
