本文首先在分析我国高校财务管理现状的前提下，针对高校财务管理中存在的问题，根据高校财务管理的目标，采用业务流程再造的方法，重构了财务管理组织结构，优化了高校财务管理体系，并且采用全面预算管理改进了高校财务管理方法；其次是对高校财务评价指标体系进行了重建，构设了反映学校财务收支、综合实力和运行绩效的基本指标，在此基础上，构建了反映学校综合经济效益的评价模型，使不同地区、不同时期的各类高校的办学效益有了可比性；最后采用实证分析的方法，以南昌某高校的财务管理体系为例，对其组织结构和财务管理方法进行了分析和优化，建立了财务分析和评价的基本指标，并运用这些指标对财务状况和经济效益进行了评价，建立了高校综合经济效益评价的社会标准，并运用该标准对该高校的办学效益进行了综合评价。
