本文在界定小城镇概念内涵与研究对象的前提下，对小城镇用地有序扩张的理论依据做了介绍，在全面分析影响小城镇用地扩张动力因素的基础上，对小城镇用地有序扩张与无序扩张进行了辨识，建立了小城镇用地有序扩张的综合评价指标体系，并运用模糊数学软件对湖北黄陂滠口镇用地扩张的有序性进行了模糊综合评判，最后提出小城镇用地有序扩张的若干对策建议。
