市政府从涉农资金中每年安排资金用于水产板块基地建设，并从今年起采取以奖代补的方式对水产业给予扶持，即：一是对水产品加工企业年加工水产品超过50吨的，以上年度加工量为基数,每超过1吨补贴500元；二是对水产板块等精养渔业基地,连片面积达500亩以上、名特优水产品种放养超过70的,每亩补贴200元,用于其水、电、路等基础设施建设，标准鱼舍每栋补贴资金200元；三是经市政府考评、考核,达到5强水产乡镇、 10强水产村的,年补贴资金1万元。
