文章的主体分为四个部分： ( 1 )从国家间集体行动的视角出发，区分三类国际关系，揭示国际秩序的治理难题是社会困境，并给出一个国际治理的分析性概念； ( 2 )分析了西方主导的国际秩序的治理逻辑及其演变过程，指出其内在的不合理性及其实施治理的困难所在； ( 3 )从社会困境能否消解的问题出发，结合社会学“双重结构”的分析，解释了国际治理消除社会困境、实现治理转型和国际秩序可塑性的可能性； ( 4 )从国际秩序的“认知”角度，分析了中国传统的和合秩序观的历史演变及多极化理念的确立，揭示出这一理念所内含的集体行动组织方式，即“和合逻辑”的治理架构，在此基础上明确了中国多极化战略的定位，并对中国如何利用和促进多极化进行了策略选择的分析。
