通过对视频编码过程中数据流操作的分析，结合sdram的工作特点，合理设计了mpeg - 4编码器的数据流调度方案，在满足系统最高要求的基础上，节省了宝贵的硬件资源，提高了程序的通用性；在分析了码率控制的基本原理及算法的基础上，结合arm处理器的特点，设计了mpeg - 4编码器码流控制部分的硬件部分和软件实现，实验表明其起到了编码结果调整的作用，效果良好。
