本篇论文采用唯物辩证法、实证分析法、逻辑推理法、理论联系实际方法、调查研究法、数字分析法、对比分析法等研究方法，通过对电子化政府的含义、特征、产生背景、意义及中国实施中的“政府网上工程” ，电子化政府与政府改革，电子化政府的制约因素及建立条件以及面对网络化经济政府所遇到的机遇和挑战等作具体详尽的分析论述，旨在提出网络时代政府的网上责任以及今后政府在规划网络建设，实现政府网络化的主要对策，即如何推行电子政务，目的是为政府今后的建设和发展出谋划策，使政府能适时调整自身的职能，尽快向新型管理服务职能转变，以顺应社会的呼唤，满足公众的需求。
