为了兼顾吉林化纤内部招标与招标代理机构招标,笔者提出通过在原有电子商务平台基础上,从规范招标组织机构、招标规则、招标策略及招标流程入手,将电子商务平台与传统招标手段相融合,最终实现为企业节约资金、缩短项目周期、确保项目质量的目的。
