针对这些现实问题，笔者提出以下一些解决对策: 1 、纠正对中小企业信用担保制度的认识偏差，树立正确的信用担保观念; 2 、建立企业征信制度; 3 、改革金融体制，建立支持中小企业的多层次金融市场体系; 4 、完善中小企业信用担保制度本身，包括扩大信用基金来源，健全控制风险与分散风险机制，积极进行担保创新，完善相关法律法规。
