Five strategies for sustainable development of animal and plant resources were suggested in this paper : 1 ) strengthen investigation on resources and research on biodiversity ; 2 ) improve the ecological consciousness of the people , make special reward and punishment statute and strengthen the education for animal and plant resources protection ; 3 ) reinforce the construction and management of the nature reserves and establish protection funds for all _ leveled reserves ; 4 ) utilize soil resources completely according to the condition of gansn , and 5 ) protect the habitats of animals and plants
为保护生态环境，实现可持续发展，本文提出了5项持续利用的对策： ( 1 )加强对资源的调查与生物多样性的科学研究； ( 2 )提高全民族的生态意识，制定特殊的奖惩条例，加大保护动植物资源教育的力度； ( 3 )完善保护区的建设与管理，建立各级自然保护区基金； ( 4 )因地制宜，综合利用土地资源； ( 5 )保护动植物栖息环境。
