According to the requirements of local institution law , authorities of a council speaker shall include a key authority of calling various meetings and presiding the meeting , including procedural committee , arranging the agenda and regulating the meeting pace , in addition to standing for the council before the public and taking charge of the council affairs ; besides , upon any dispute on a meeting , a speaker also initiate a negotiation meeting for opponent members to figure out a compromising resolution through joint efforts
摘要依据地方制度法之规定，议长之职权除对外代表议会，对内综理会务外；另一项主要职权为召集各种会议（含程序委员会）担任会议主席，安排议程及控制议事进度，遇有争议或冲突，亦多由议长出面主持协商会议，共谋解决之道。
