我在振兴经济部份的发言中，曾说过，长远来说，人口质素的提升，才是经济竞争中最重要的致胜因素，而在竞争的历程中，积极前望才是进取的姿态，而现时的前进三步，退回一步的狐步式改革路线，才是退缩的姿态。
