两个时期采用的是两种不同，甚至相反的思维方式，即“全盘西化”和“苏维埃化” ，但两种思维方式又都体现出了“二元性”的特征。同时“强国精神”也是两个时期共同体现出来的变革导向。本文认为这些历史积淀，即“遗传”特质为变革俄罗斯高等教育体制提供了思想和思路的基础。
