本文正是由此出发，以重庆市在西部大开发战略中的关键作用及地位为出发点，将“有所作为”作为其“制度建设优先的发展之路”的基点，以制度建设理论的基本概念作为论文观点阐述的框架，结合重庆市五十年建设历程的回顾及目前城市历史街区保护的现状，并将其置于国际旧城更新改造的大背景下，再通过重庆市“磁器口传统街区保护发展规划” 、 “湖广会馆及东水g ’ 1保护性开发建设规划设计”两个案例的分析，制订一草案性质的“历史街区保护规划规范” ，从制度建设角度将历史街区保护的行为纳入规范化的框架内，以实现制度建设对社会经济发履的巨大推动作用。
