本文以肇庆市社会保险制度改革为例，分析了社会保险制度改革的现状问题和困难，以及问题形成的原因，并提出了深化社会保险制度改革的六点建议：加强领导，开创我市社会保险改革新局面；扩大覆盖面，逐步推动和完善社会保险制度；加强科实管理，积极追缴，强化社会保险基金征缴；加大资金投入，加快社会保险信息网络建设；强化管理，不断提高社会化服务水平；加大宣传力度，为深化社会保险制度改革提供良好的外部环境。
