本文通过对湟源县城郊乡纳隆口村的“ 2002年农业综合开发多种经营城郊养牛项目”项目的跟踪调查，通过二手资料的收集，应用问卷调查法、知情人(村长)访谈法、矩阵排列、机构关系图、个体访谈等pra的方法了解项目的建设情况、项目实施后的效益及存在的问题，再应用参与式的方法进行综合分析，发现：从上到下的推广体系通过利益诱导并没有使农民的行为发生改变，出现了项目户拥有项目款而不养殖牲畜的情况；推广体制不顺，经费短缺、设备落后、双重领导、职能繁多导致推广工作乏力；教科推脱离使农学院未发挥作用导致推广人员素质低、农户缺乏技术、咨询、资金。
