本文首先明确指出：高等教育成本即为使受教育者接受高等教育服务而耗费的资源的价值，它既包括以货币支出的教育资源价值，也包括因资源用于高等教育所造成的价值损失，前者为高等教育的实支成本，后者为高等教育的机会成本。
