该系统设计的主要目的是利用市土地管理部门现有的计算机设备和技术人员以及江西省煤田地质局测绘队现有的软件及人员建立土地信息系统，对每一宗地的属性数据和图形数据进行管理，完成面积汇总、分析、登记发证，查寻需求及宗地图和地籍图的自动生成等工作。
