论文从土地资源可持续利用的基本理论入手，结合太谷县的自然、社会经济状况与土地利用的特点，依据评价的目标和原则，从生产性、资源保护性、经济可行性、社会可接受性四个方面，采用专家咨询法建立了太谷县土地资源可持续利用评价指标体系，采用层次分析法确定了指标权重，应用功效函数法进行评价指标的标准化处理，运用反映评价指标因子对评价目标的影响程度的多目标突变决策模型和反映评价目标的可持续利用程度的多目标线性加权相结合的方法，对太谷县1996年到1999年的土地利用情况进行了评价。
