本文在csfq算法的基础上，提出了一种核心无状态的自适应的成比例公平带宽分配csapfba ( core - statelessadaptiveproportionalfairbandwidthallocation )算法。 csapfba算法的基本思想是：在边界路由器完成基于每个流的状态处理，将所有的流分成标记流和非标记流两种类型，采用dps技术将有关信息编码进分组头；在核心路由器根据分组头中携带的状态信息采用cbq策略，将输出链路带宽分成两部分，对标记流根据当前的网络负荷按照服务规格成比例地分配带宽，对非标记流按照最大最小公平性原则分配带宽，并且能自适应地动态调整带宽分配的比例。
