本文以湖南省发展网络经济这一课题为研究对象，首先介绍了网络经济这一“新经济”的由来、特点、规律及影响，在充分认识网络经济这一新经济现象的的前提下，从网络基础设施、企业信息化、电子商务的立法、金融电子法、电子税收等方面分析了湖南省发展网络经济存在的问题，并以发展的角度指出了网络经济在提升信息技术产业、改造传统产业、参与市场竞争、促进农村乡镇城市化及一体化等方面给湖南省带来的发展机遇，进而对湖南省发展网络经济进行了可行性分析，最终提出了湖南省发展网络经济的对策：一是要加速湖南省网络教育的发展进程；二是政府要在重构经济结构、网络基础设施建设、信息与网络市场开放、法制环境等方面加强宏观规划与指导；三是促进企业信息化。
