In addition , from department structure and composition , because of changes of holistic environment , actual affairs are increasing continuously . this should make executive departments adjust their function boundaries . however , with the continuous emergence of new affairs and problems and many temporary tasks distributed to any department in the process of solving problems , as time passes these tasks become functions of this department , but there are also some bottlenecks when actual business is done , which makes the operation of holistic business processes sluggish and inefficient
另外，从职能结构与组成方面而言，由于整体环境的变化，具体事务也在不断的增加，这就使各职能部门的工作职能范围也应有所调整，但新事务新问题不断出现，且在处理时大多作为临时任务安排在某部门中，久而久之被默认为该部门的职能之一，但在实际业务处理时往往又存在瓶径，使整体业务流程运转不畅，造成整体的运转效率下降。
